    and systems of work that are safe and without risks to health is a duty of the employer.

Roles and Governance for Steam Safety (Who Does What)

  • Duty Holder/Owner: The entity with ultimate accountability for the safe operation of the steam
    system and legal compliance.
  • Authorising Engineer (AE): An independent steam specialist who audits management systems,
    provides governance assurance, and formally assesses the Authorised Person.
  • Authorised Person (AP – Pressure Systems): The individual responsible for the day-to-day
    management of the Safe System of Work on the steam plant. They write permits, manage steam
    isolations, control contractors, and oversee the safe reinstatement of the system.
  • Competent Person (PSSR): The organisation (typically your insurance inspection body) responsible
    for certifying the WSE and carrying out statutory examinations on your steam boiler.
  • Skilled Person: The technician or contractor (e.g., a coded welder or boiler technician) executing
    the task under a permit.

 

In short: the AE assesses the AP; the AP controls the work on the boiler; the inspector examines it; the
Skilled Person delivers under permit.

The Safe System of Work (Controlling Jobs on Steam Plant)

  1. Plan: Scope the task on the steam system, identify hazards (pressure, temperature, stored
    energy), review WSE constraints, and define return-to-service criteria.
  2. Check Competence: The AP reviews all evidence from the contractor before issuing any permit
    for work on the steam plant.
  3. Permit-to-Work: Define work boundaries, boiler status, specific steam isolations (e.g., double
    block and bleed), and hold points.
  4. Isolate & Prove: Apply, lock, and prove all mechanical, electrical, and control isolations to ensure
    a zero-energy state.
  5. Execute: The Skilled Person follows the RAMS under the strict control of the AP.
  6. Reinstatement: Controlled reversal of isolations, functional checks (e.g., warming through),
    documentation, and formal hand-back.
  7. Records: The completed permit pack, isolation records, examination reports, and any change
    notes are filed.

In short: control the job end-to-end and keep the paperwork tight.
