More Than a Benchmark: Why Credit-Rated Training is the Gold Standard for Competence

M&M Compliance Training

IMG 8 scaled

In safety-critical healthcare engineering, training must evidence competence, not just good administration. SCQF credit-rated courses provide a defined level and credit value. City & Guilds Assured recognises the quality of programme design and delivery but does not assign a qualification level or credits.

What City & Guilds Assured covers (process benchmark)

City & Guilds Assured evaluates whether robust systems are in place to design, plan and deliver training. Typical evidence includes:

  • Policies and procedures for learning design and delivery
  • Planning and management of programmes
  • Learner support, data protection, H&S, malpractice controls
  • Documented processes for participant recruitment, delivery and review

What it does not do

  • It does not create a regulated qualification
  • It does not allocate a national framework level or credit points

Plain speak: Assured tells you the provider runs training well; it doesn’t say what level the learning is.

What credit-rated training guarantees (level + credits on SCQF)

Credit rating is an external process that allocates an SCQF level and credit points to a programme so it sits on a national framework.

  • Level = difficulty of learning (SCQF has 12 levels)
  • Credits = volume of learning (1 credit = 10 notional hours

Performed by approved Credit Rating Bodies (e.g., SQA, universities, colleges)

Why it matters to duty holders

  • Certificates show level and credit points for audit trails
  • Clear comparability across qualifications and providers
  • Defensible evidence of competence for compliance investigations

Plain speak: Credit-rated = “how hard” + “how much” verified by an external body.

SCQF levels to use in practice (typical M&M mapping)

  • Competent Person (CP): target SCQF Level 5
  • Authorised Person (AP): target SCQF Level 7

Use levels in job specs, training matrices, and procurement to align learning difficulty with role responsibility.
