A Competence Management System is the framework an organisation uses to ensure its people have the skills, knowledge, and behaviours needed to perform their roles safely and effectively — and to prove it. For technical and estates teams in healthcare settings, this goes significantly further than standard statutory and mandatory training.
An effective CMS for NHS technical staff should define the competency requirements for each role (aligned to HTM guidance and professional standards), provide a pathway for individuals to attain and demonstrate those competencies, record and evidence achievement in a portable, auditable format, flag when competencies are approaching expiry or need refreshing, and integrate with HR and workforce planning systems.
Crucially, it should be role-specific. The competency requirements for an Authorised Person (Ventilation) are different from those of a boiler operator or a medical gas pipeline technician. A one-size-fits-all approach to training will never adequately capture this complexity.

NHS England’s StatMand Reforms
From May 2025, NHS England mandated universal acceptance of statutory and mandatory training across all 262 NHS organisations, eliminating the long-standing problem of staff needing to repeat the same training each time they moved between trusts. The Digital Staff Passport is the vehicle for this — a portable digital record that travels with the individual. This shift places a much greater emphasis on the quality and credibility of training records, not just their existence. It rewards organisations that invest in recognised, credit-rated qualifications, because those qualifications will be portable and accepted everywhere.
Regulatory Scrutiny of Technical Competence
CQC inspections and NHS estates audits increasingly probe not just whether staff have been trained, but whether they are competent — and whether the organisation has a system in place to know the difference. An annual refresher certificate proves attendance. A competence framework proves that someone has been assessed as capable of safely performing specific tasks in specific environments.
Workforce Challenges
NHS estates and engineering teams are dealing with an ageing workforce, succession planning pressures, and increasing use of bank and agency staff. A CMS provides the visibility needed to manage these challenges — identifying gaps before they become crises, accelerating the development of new starters, and ensuring that contractors working alongside in-house teams meet the same competency standards.
